Reading the announced charges
The announcement provides commencement on the sixtieth day after publication. This article explains the 2025 measure; a new import requires checking the current decision, transition provisions and vehicle-specific conditions.
- Conventional and non-plug-in hybrid cars: 25% or at least USD 6,000 per vehicle, whichever is higher.
- Plug-in hybrids: 30% or at least USD 7,000 per vehicle, whichever is higher.
- Electric cars: 30% or at least USD 8,500 per vehicle, whichever is higher.
Brand nationality is not customs treatment
Different models of one brand can be produced in different countries. Dispatch country, origin, circulation status, preferential-agreement conditions and documents are different concepts. A brand’s headquarters or the port of shipment does not alone establish EU/FTA treatment.
Do not automatically group South Korea, South Africa, Japan and Mexico under one tax treatment. An investment announcement also does not make every vehicle of a brand unconditionally exempt. Verify the customs position of the individual transaction.
A tax rate is not a retail price increase
For a hypothetical USD 15,000 base, 25% is USD 3,750, so the USD 6,000 minimum is higher. This illustrates the floor; it does not prove a 40% increase in the final customer price.
Customs value, other taxes, currency, stock, distribution costs and commercial pricing all matter. Neither a universal 15–20% TCO rise nor an identical saving from switching origins is established. Resale prices are not guaranteed to move in one direction.
Checks for purchase and rental
Rental can change capital use and resale management. Without reading the agreement, it cannot be promised that every existing rental is insulated from all tax increases or all future costs remain fixed.
- Ask for a written model/version, production/origin and tax breakdown.
- Check relevant delivery and customs dates, which can differ from order or deposit dates; do not assume registration is the only decisive date.
- Review quotation validity, included services and tax/price-adjustment clauses in rental offers.
