The amendment of 23 March 2026 changes charging payments, pricing and service quality. It does not require a physical payment terminal at every DC station: location, power and addition to the network matter.
Where does the direct-payment rule apply?
The new Article 21(8) concerns stations newly added to a charging network on motorways under KGM responsibility. Direct payment must be available for at least one DC unit rated 50 kW or above, using a bank/credit-card reader or a digital device supporting contactless payment.
This provision took effect on 1 July 2026. It does not mean every existing station, every DC socket or every unit above 22 kW has a physical POS terminal. The specified payment methods must not attract an additional charge, commission or price difference.
85% does not mean universal automatic termination
The amendment permits DC charging to be ended at a battery state of charge of 85% or higher if the user is informed beforehand. It is a permission, not compulsory automatic termination at all stations.
It does not establish a fixed capacity-improvement percentage or an identical charging time for every vehicle. Battery temperature, the vehicle, charging curve and station power affect duration. Check the operator’s published limit when planning.
Pricing and call-centre provisions
Charging is priced in TRY/kWh and the energy delivered must be shown on the billing document. Separate connection, session-start or equipment-use charges in addition to the charging price are prohibited. Read published reservation and occupancy conditions separately.
The amendment requires a 24-hour ISO 18295-certified call centre or contracted equivalent and resolution of requests within fifteen working days. Existing licensees were given a six-month transition for the service-quality obligation. This is not a promise of roadside attendance everywhere within a fixed number of minutes.
Before driving a rental EV
- Check connector, opening hours, payment method and current price for your chosen station.
- Do not assume every bank or foreign card works on every device; plan a backup payment method and charging location.
- Check billing, pre-authorisation and data handling. Card payment is not necessarily anonymous or free of personal-data processing.
- Separate rental price from energy and possible parking/occupancy charges. Do not assume free charging or mobile rescue unless the agreement includes it.
